no power will not start

When I turn the ignition on I have no power. The main 30a fuse is ok, has continuity. All the other fuses are ok. No clicking from the starter relay. The battery has 13.35 volts. Will not start, no horn, no lights. I have continuity at the battery ground and a secure positive connection at the battery. Do the ignition switches go on these bikes? Any thoughts or ideas would be appreciated.
Regards
Bob

Can you check to see if you have voltage @ both in & out of the main fuse? If so next step would be to see if you have same voltage to ignition switch.

Thanks for the suggestion. There was no voltage out when ignition is on. I also tested the starter relay switch as stated in the 1998 Honda vtr repair manual, chapter 18-10. The switch lacked continuity when I followed the test procedure so it appears to be the relay switch.

Take a screw driver while the bikes in neutral, and short between the two main terminal bolts. If the starter spins, its the main circuit. (main fuse socket in solenoid)
