If you can scrape the dough together I would do the suspension first but be prepared to spend about $1500 getting it done. If that's not possible, I would spend about $500 and do the front brakes. After that it's kind of your choice. Rider comfort was next for me. That included Helibars, new grips and new bar ends and guts. Hawkrider would do the Sargent seat as part of this work. Tab for those changes is about $500. Good luck!
Yup, suspension first. Then get the Sargent because you'll be soooo happy riding the bike after the suspension is sorted that you will put on twice as many miles and your butt will sting otherwise. Do the bafflectomy and shim the needles 0.040" - essentially free mods.
I drilled mine and it made a huge improvement over the stock sound. I was so pleased with it that until kits went on sale last winter ($414+free shipping) I would have never considered it worth $700+ to get a decent sound.
What I did: Fork springs, Ca. Emissions removal, pipes, Jet Kit. Grips, Mirror extensions, Double bubble wind screen. Then...Crash, now: High mount pipes, frame sliders, original windscreen, shift detent arm and spring.

Mods are very personal and you'll get as many opinions as there are people on this site. The ones that made me happiest though were suspension and exhaust,(because the stock pipes weigh a TON) and then a seat.
