Hoping to get some advise
I have a 98 Superhawk I got from a friend. It has a rebuilt title so I have been inspecting like crazy. I found a broken weld in the front that holds the headlight assembly and whatnot. There are two holes that the front bolts two, and its the top one.It seems to be sturdy and he rode the bike for a few years.. Sould I consider bailing on the bike??

That's a pretty common failure for a frontal impact on this bike. It can be rewelded on with no structural concerns. Just get a welder who knows what he's doing.
I assume forks and whatnot have also been checked for straightness already?

One easy thing you can do is feel the back side of upper tubes just below the bottom triple clamp. Often times there will be a wrinkle or other distortion there if they've been bent. Beyond that, you would have to remove them.
