This is the important part, though... the "alan" part of the bolt only needs to be torqued to 3Nm. You torque it, it centers on the frame. Then you hold it in place and tighten the castle nut on the outside to 49Nm. This keeps the spacing even. DON'T tighten the alan bolt to 49Nm, it's a spacer and will just spread out your frame.
After the spacer is torqued to 3Nm and then the lock nut is torqued to 49Nm, then you can install your extended hanger bolt to 39Nm. It's trickier than just torquing it, hence my ******* first response.
Ideally, you have a special tool to hold the alan bolt while you tighten the castle nut. I just put a mark on it an eyed it to make sure it didn't move (backing it out slightly as it turned with the castle nut).
Worst case scenario, just don't overtighten the alan bolt as it will twist your frame, and install the extended hanger bolt to 39Nm and use plenty of blue loc-tite on the castle nut.
