What is Correct Voltage from Charging system?

Hello. Does anyone know what voltage reading I should be getting on my voltmeter when I rev the bike to medium(4-5 k) R.P.M.'s. I am only getting a reading of a little over 12 volts. The manual says that the battery is fully charged at 13.2 volts.

Oh by the way it is a 2000 Superhawk with 29k. The battery is 2 weeks old.
