Forks are stock, fork caps aren't. They should have preload adjustment with the compression adjuster in the center.

thanks so much.. Do you know if I buy the fork caps with preload and compression will they work from direct bolt on or is there an assembly that goes with them

You may have missing parts and pieces when you open up those forks. Just food for thought. If PO butched the forks with the wrong caps, no telling what else was done to the bike. Be careful!

Is that a US spec bike. If not what market did it come from?

the lowers are standard storm, the uppers and/or the caps could be from a VFR750..not RC30 but the normal VFR.

I'd say Fabio is about right. Which begs the question why? My guess is the original uppers got badly bent and someone swapped in the tubes, cap and dampers from the VFR. If you wanted to, you could buy some lightly bent VTR forks and take the caps and dampers from these and swap them back in, in my experience the dampers and needles should survive undamaged as long as the bend is small. Or contact a suspension expert (e.g. Daugherty Motorsports) and but a cartridge insert from him.
