Stuck Carb sliders

I bought a short milage engine a week ago but it has been in storage for a while. On the carbs the butterfly needed some wd40 before moving easily again. But the sliders are a different storry. On my old carbs I can also easily push up the sliders, but on the "new" one they are stuck, but it feels like the are somehow blocked as they move ever so slightly and make a metal to metal sound when trying to push them up like something is blocking the movement.

I am probably going to open them anyway but wanted to know if this is normal or not before I try to find any fault that may or may not be there.

Oki, another day in the workshop dismantling the carbs
At least I have spare parts for my high milage carbs.
