starter won't turn bike over

When I push the start button, the starter relay clicks, and then I hear a horrible high pitched winding noise down by the starter gear, but the engine won't turn. It started doing this occasionally, then more and more frequently until I couldn't get it to start. I took apart and cleaned the starter motor, found a broken plastic piece inside, carefully glued it back together, and the bike still did the same thing. So I bought a new starter. Bike still does the same thing. Ive been having to popstart the bike because I can't afford to fix it.. Well I tried to start it last week, and she started right up.. Continued to start for a whole week. Then out of nowhere the starter quits on me, loosing power sounding like it would if the battery died, but the battery is fine. It still makes the high pitched winding noise. Im wondering if some teeth got worn off the starter gear which might explain how it sometimes will start. Any ideas?
