No it is not a cover, it IS the screw. Drill it and you're screwed if you'll excuse the pun. I picked up the Honda tool on Ebay for 50 bucks some time ago. If you don't want to go that route you can pull the carbs, remove the screw, slot them appropriately and reinstall.

Well it is normal. What happens is that after they have been in there a while the two dissimilar metals gall together a bit. This is why you just seat them when you install them. Crank them down when you put them in and there is a good chance you will never be able to take them out again....

Also, yes that is the adjustment screw, not a cap.

On a side note... Paying $150 for the Honda tool is pretty stupid... There are cheaper tools available that are actually better... Motion Pro makes one... And unless you want to do it on the bike, the hex bit adapter to that "D" shaped head is like $5 or something along those lines...

Where could i pick up one of the hex adapter pieces?

Do I need to lube the carb slides or anything before putting it all back together?

I appreciate all the responses from everyone. I had to order new sub filters and went ahead and ordered a set of APE CCT's. I was starting to hear "bb's" at higher rpm so figured why not even if it's paranoia.
