Hesitation at 1500rpm
The problem is trying to trouble shoot over the internet..... that makes it very hard if not impossible.
So, as for any engine that doesn't want to run properly you need to go through the basics.
It needs fuel, spark and compression to run
It does sound like you have compression.
You say (don't take this personally or get offended) you say the carbs are set up correctly but with out personally seeing them, there still might be an issue.
So that would leave spark. You could have a bad set of coils or bad plug wires (which are attached to the coils and are not easy to replace separately) or it could be an issue with either of the control boxes.
What you do from this point is up to you and your budget but if you can check and eliminate or repair the ignition and the issue is still there then its either a carb problem or a compression problem.

is the carbs synced and is the air mixture screws set right for your altitude.
petcock might need rebuild or diaphragms in the carb could be bad/torn.
did you remove the pair system,if not,is it all hooked up correctly,

Pair system is removed, air box capped off, block off plates installed, ran perfectly until one day it started to idle a little funky, but still drove perfectly, so I pulled carbs, cleaned and synced them, now its acting like its starving for fuel, but if its just sitting there idleing it revs/runs, but once you go to take off there is no power

If the petcock is suspect, you could test it by removing the fuel lines and attaching some longer tubing that drain into a gas can on the floor. Alternatively, connect lines to the float bowl drain ports and open the drain screws (I prefer this as it also shows if the float valves are opening, but fuel flow will be less dramatic). Then apply vacuum to the side port on the petcock with a mityvac, a syringe connected to line, or just use your mouth. It should flow gas very fast on both hoses with even a small amount of suction. Look for particles in the drained fuel. If gas barely comes out, or none at all, then double check that the shutoff valve on the petcock is turned fully ON. If flow is still weak, remove the petcock from tank and check if anything is blocking the screen and for any debris inside the valve.

Also check the short hoses that run straight up from the carbs and plug into the airbox, right under the air filter 'plugs'. Those are vents for the carb slides and MUST allow air to enter and exit from OUTSIDE the airbox. If those ports are restricted or completely blocked off, the slides will not operate properly and the engine will only run well at idle speeds.

Fuel flows fine with slight vacuum, no rust, carb slide vents open. Im having a guy i met through a buddy take a crack at figuring out whats going on, I can usually work out carb problems, I re jetted my 85 shadow 500 for less restrictive exhaust and didn't have this much trouble, geez...
You mentioned something about silicone vacuum lines before, have you checked them?
Also have you checked the plug wires?
Are they in good shape?
Are they pushed all the way into the cap assy.?
They do just push into the cap and you might have inadvertently pulled one out while you were messing with the carbs. You also might want to pull the plug wire out and make sure there is no corrosion on the wire.
