try shimming your carb needles.
i used a dynojet kit and cured all my driveability problems using stock air filter of course.

First off try your spark plugs. Replace them with some good ones like NGK or better. DO NOT USE AUTOLIGHTS (damn advanced auto people). Do you have any Jet work or exahust work done? if so that could be the issue. Are you sure its only the front? This could be your coils fading out or your CDI acting up. How many miles are on your bike? Have you had other related problems? and also have you or anyone else worked on the bike recently? Did this problem just pop out of no where or did it start really slow?

are your carbs jetted or not...i had the same problem by having an aftermarket pipe and NOT jetting them. went through that **** for a few months then jetted...NICE!

Mixture screws to 2 turns out. 1 size up on mains. Shim needles 0.040-0.060". This is a poor man's jet kit for the VTR. Otherwise buy the Factory kit and use my settings on my site as a baseline, except one size smaller mains than what I have because I have the K&N.

Oh, and don't forget the carb sync!!!!

I doubt that seriously. the tank shoud hold the cover down for the most part. But hey try it who knows. put some screws in it and take it around the block! If it dosent fix it you havent lost anything.

it could very well cause problems. with the intake pulses causing it to flutter around and breaking airbox seal letting in unfiltered air.
