What is this and should it be capped like the other side?

That is the PAIR breather tube in the first pictures. Obviously someone has removed the system however it might be good to go in the and verify that the reeds are flipped. I would certainly cover up the one that is not done. You can buy a nice set of cover plates from someone on here (name escapes me) for 15 dollars shipped.

Does the piston look normal or to dirty for a bike with 16,000 miles.

Ok so would the stock setup suck air in constantly? If I flip the reeds will it stop the airflow? I capped the rear pair valves, there was one on the front already and it seems to be running bad afterwords. The cap is deteriorated at #2 and should the #1 in the picture be capped? Is it leading to the carb if so is it the front one?

All holes should be capped at all points where PAIR is removed... You are asking these questions in two threads now... Go read both and then stick to one thread as you are making me confused...

Ok so I capped both pair valves. I didn't flip the reed but I don't know if the previous owner/owners did it. I am going to buy the block plates off of the one SH member for $15 once he PMs me. And I capped the hole that went to the air box but I cant seem to locate the small diameter hose that went to the carburetor for the PV. Also I cannot find a thread that had pictures of someone doing the removal. In it he had pictures but I dont know what the thread was called I searched everything.

If the system was removed by the previous owner he most likely replaced the short hose with a "T" joint in it that the hose connected to with a single piece of hose... That's a more elegant option than just plugging it...
The reed valves open one way only... If they are turned such a way that they open to let air in they aren't flipped around... When you get the plates, just check and put them the way that won't flow air...
