Maintanance cost and mileage

What mileage does the manufacturer prefer you to get the plugs replaced valves adjusted and carbs synched at, and how much does it commonly cost.

from the owners manual
1 plugs= replace at 8,16,&24 and i would guess every 8 thousand miles after
2 valves inspect at 16
3 carb sync inspect 8,16, &24 same as plugs
