HID Driving Lamp
Ok, so while on the phone with the guys at Susquehanna Motorsports (www.rallylights.com) They showed me this:

It is an HID Driving Lamp, 4" in diameter. $131.60 each.
I could see this as a headlight on a converted street fighter. Maybe 2 of them side by side.
