Evaporative Emission Control

I'm going to be swaping out my cct's this weekend with some APE ones and figured while I'm down there I'll remove the PAIR system. Pulled up the manual and came accross Evaporative Emission Control system (california models only). I live in virginia, but the SH came from california.

Does the Evaporative Emission Control serve any purpose now that the bike is in VA. I mean, is it restricting any other emission systems being there? Would it be safe to remove?

You may take all that crap off. There are directions on my site, though no pics. If you have a mechanical clue then this shouldn't be a problem.
