He is quoting hose numbers from the Honda workshop manual.
Basically all carb hose's need to be capped, other than the carb vent hose's and the large hose that connects to air box from each carb. You need to junk the Evap Cav Control Valve between the carbs. Also remove valve up under right hand radiator.
Pair valve removal is straight forward.
Where abouts are you located?

Ok, this may help. Page 102 of the Honda workshop manual. Top image on that page, remove the plastic tee fitting and cut a small length of hose to connect the vacum pipe to the air cut of valve. Ok, you have now blocked that of correctly.
Next. There are two other places you need to cap on the carbs. On the front carb on the other side is a metal tube to be capped, and on the rear carb is another metal tube to be capped. same side as the tee fitting on the front carb. Hope this is of some help. Sounds to me like you have to many hose's un-blocked. You have to junk all the smog stuff. Its really simple once you figure it out. plus make sure you have a vacum hose attached to the fuel petcock or you will not get any fuel!
