Swingarm pivot nut

How tight is the pivot bolt nut on the swingarm supposed to be? I put a pneumatic impact gun on it with the compressor turned all the way up and it didn't budge. There's no evidence of corrosion but I'm taking it apart to get some aftermarket rearsets off so it's been apart at least once before.
I thought maybe there was red loctite on it but in that instance I would expect the bolt to spin because there's no wrench on the opposite side.

I got it off. 2' breaker bar with a floor jack handle added.

Sounds about like what I would use to crank that bitch down. Nothing falls of my bike except me.
