Is this piece here because of California Compliance
If so, I want to get rid of it (black circular piece) and if you can tell me what to do with the hoses that are connected to it, I would appreciate it. I've spent too many hours trying to figure this out and I can't find this thing in the manual, so that tells me it must be a California thing.
