help, have '98 that runs very choppy

Angry help, have '98 that runs very choppy

i ran out of gas, and precededed to have running problems after filling up, i brought it to a local dealer they cleaned carbs and new plugs and cleaned the filter, supposedly, THEY DID THESE THINGS"", it runs a bit better but nowhere like it did 5 miles ago.
it has 60k on it and i dont know any history on the service, but it used to run very clean and with very predictable power (great for wheelies),, now it surges and sputters out here and there, makeing wheels hard and very dangrous. i paid for 3 hours for carb cleaning. and such.
i do do some work by my self, ,, i had pulled the tank and sprayed carb cleaner in HE CARBS.. , pulled the hoses and blew threw them, DRAINED THE TANK, i sprayed rust pentrant in the front cylnder and it did not change the color of the tail pipe smoke to much and seem to run ok.. i sprayed it in the back carb. , and it turned black and sotty, and almost died, out . ????
dealer said thats the best they can do and now im pissed,
and they said they wont work on it unless they do the back brakes or they are replaced, so im doing that this week end to make it ( safe for a test ride).. LOL. what can i do???

Check your tank vent line for a clog.
