When Tightening the chain does it have to be loose enough to move about 1.5in vertically?

According to Honda = 1.2 to 1.6 inches, checked half way between the sprockets.

Ok Chain slack on the centre stand needs to be 30-40mm from the chain centre. Note: take this measurement from the whole chain at different intervals. You could have tight spots. As long as the tightest spot is within the above range than all is ok. However, if the slackest spot is above 40 mm then you may well hear an strange drive noise. This will be the slack chain stricking the left exhaust link pipe. If this is the case the chain & sprockets well may need to be replaced.

I tightened it enough to where the manual say it should be but it seems to loose. The rear sprocket is fine but if i turn the wheel im hearing a noise from around the front sprocket. I Haven't taken it apart to look at the sprocket, I'll take a look at it later.Thx just wanted to know.
