bouncy fork?

I bought some forks on ebay for my vtr, they look good, no leaks, but one fork seems to be operating normally with a slow in and out damping action and the other one feels just like its blown, very springy. Not sure if this is normal or not? Should the have both the same feel? Pretty sure they should, but on my previous fz1 the forks were different in adjustments

Best to give them a service, change bushes, fluids springs etc.

The fork internals are identical. If both forks are set up the same, they should feel the same.
