Bad ignition timing?

Bad ignition timing?

As the time presses on this little project of mine, it's becoming more and more difficult to pinpoint the problem. I think I may have found it, however. I put a timing light on the bike. The 'F' only lines up with the crank case mark when I set the light at 4 degrees. Now, in the manual it just says to hook the damn thing up and point it at the rotor. However, I know that the firing is 15 degrees before TDC. So, what the hell does this mean. Am I 11 degrees off, or 4 degrees off?

4 degree advancers are pretty common, it could be that your bike has one installed...
