Question 98 VTR1000 Not charging

Battery will not hold a charge. Replaced the battery, replaced the r/r with one out of a random older CBR. Had to cut wires to fit new connector for r/r and current r/r now has a higher OHM resistance than previous, battery will now MAINTAIN around 13+ at idle, which it wouldn't do previously, but any revving will decrease voltage, letting off throttle will bring voltage back up to 13+, so as stated the stator and r/r seem to be maintaining the battery, but not charging it while driving. All 3 stator wires at r/r connector read power coming from stator so I'm avoiding the fact that it could technically still be a stator issue. AC power coming from stator wires into r/r connector also drops when revving, which could be from the r/r ohm resistance but electric is not my strong suit. Any help is appreciated. If needed, where could I find a semi-cheap but reliable stator and gasket, as all the gaskets seem to be paper so therefore non-reusable. Bike appears to have no other issues, but anything helps.

Used many stator's and R/R's from Ricks over the years when I worked at a shop. I'd not hesitate to recommend them to anyone. The factory service manual is a free download in the knowledgebase section if you need it. Should definitely not be going down with revs.
