The short answer is, that part I think you are referring to the PAIR reed valve. It allows unburnt fuel to be burnt off in the exhaust, (I'm sure someone will correct me if I am wrong). You need to remove that little housing with a hose on it, gently pull the little reed valve out, remove the little screw and turn the assembly over so the metal tab holds the reed closed.
