I just went and physicaly put the sockets on my bike.
22mm on the right
27mm on the left

Will 23 fit? Sure, but you will round off the head when torqued. Feel how 23mm sits very loosely? 23mm is the wrong size

22mm doesn't fit, it won't slide on.......weird,........uh. I wonder.

Gees you almost make me feel as though I'm incompetent.....OK not really, I just wanted to get you back for winking at me but I couldn't think of anything clever.

+1

it is a 22 and 27. Make sure the bolt head (22mm) is not buggered up, could be why it's not wanting to go on. If it is just give the socket a tap to get it on.

Well okay then haha. (Here's a smiley face, because you made me laugh)

Follow Sailor's advice and if you still can't make it work, maybe take a picture of the head of the bolt and the socket you're using as well, so maybe we can see an issue you possibly overlooked?
