I see a dismembered and neglected VTR - with some style over substance mods (for stunting rather than race track). Wouldn't invest much hope into turning it into a runner without $$$ and time thrown at it. Best to haggle and add what's left and usable into spare parts for an already running and better condition VTR.

I don't buy anything with red tape on it... it's just a rule I have....
But seriously... You could make the money back from the swingarm, wheel, and forks... and have some parts leftover. To be honest I would offer him $300, and keep the upgraded parts for myself. Sell the engine for $300 and you have free parts...
