Voltage drop thru wiring harness

I'm troubleshooting the fuel level sensor on my 98 and am only getting 10.7 volts to the sensor with key on not running,12.5 at the battery. Is this amount of voltage drop thru the harness acceptable. I wondered if the sensor wasn't getting enough voltage to fully heat up. My light came on yesterday for a minute,went out,came back on for a few minutes,went out again then came on and stayed on about 20 miles later and i'm only 10 miles from home. I know i'm good for at least 30 miles,no problem!! It ran out as i got off to open the garage door. After reading posts about sensor failures years ago I think no problem,I've got a spare that I got off E-bay 5 years ago.I unpack it only to find that it's off of a 2002. So much for being prepared. New one from Service Honda $35.00 priceless!!!!
