No Power, not getting enough fuel?

Hey guys, I have a 98 superhawk with a massive power issue. It idles ok but when I turn the throttle it bogs out and tries to stall. I have to play with it to get it to rev up just a little. I went through the carb and cleaned it, it was pretty clean to begin with. I have checked my fuel lines, petcock and vac line to petcock and I am sure it's hooked up correctly. It has new plugs and both have spark. The front carb backfires intermittently. Below is a link to a video of the bike running, sorry for the quality I took it on my phone. Are you SURE the vacuum to the petcock is hooked up correctly?

You know the bike will never run correctly without the airbox, right?

Pretty much runs the same with airbox, just didn't want to throw it on for the video. I'm sure the petcock is setup correctly. I checked petcock when tank was off, gas poured out when i applied vacuum. It ran like this when i bought it a few months ago, I just thought the carb needed to be cleaned (jet plugged). I'm starting to second guess myself, I'm about to tear the carb apart again just to recheck everything.

Well checking the vacuum with the tank off is one thing, it's entirely another thing entirely when you didn't double check for proper vac line relocation after installation... Not saying you didn't, I'm just saying.

Could it be a broken enrichment cable connection?

I'll check the cable tonight after work. I've by passed the tank/petcock system by connecting the fuel lines directly to a gas can. I think I'm going to pull carb off and double check the float needle tonight as well.
