the cold air could have leaned it out just enough... next time pull the choke out a little bit & see if it's better.

what is your jetting set at ?

did water get in the gas, or plug the vent tube?

The tank vent tube needs to be moved or cut at an angle otherwise when the bike gets wet it sits in a pool of water and then the tank can't fill the carbs well and you get those exact symptoms in the wet.

i just got the bike maybe 7mos. ago ,so i havn't taken the carbs off to see if it's been jetted or not ,,i have pulled the choke out just a little and it does seem to do a little better ,but then the idle drops too low almost to the point of dying ,i just had to change the valves out on the front head due to cct failure ,it did hiccup a little before that but now its worse ,,i should've torn the carbs apart then ,,duh !! ,but the bike sat in the garage during the rain so it didn't get wet ,and i didn't unplug the tps ,so no ,i didn't plug it back in ,,,lol,,,

RCVTR is an unknown quantity at this point
What Greg said.
It soundslike the classic 3k RPM hiccup fart stumble.
Aftermarket exhaust?

Mine had the same problem, after about 10 hour of trying to find the problem, I took it to the shop they re-jetted the bike and now it runs great. all for $255.00. And all of that just because I decided that it would be nice to have a K&N filter.

I rode my VTR later into the end of the season than I usually do. The colder it got, the crappier she ran. Just above freezing it was almost unrideable without the choke engaged. I'll be shimming the needle before it's back on the road. It's always had the 3k stumble, but I like the pair-induced rumble when I back off the throttle. One of the most appealing things about this bike is all the different sounds it makes at different throttle settings!
