Cylinder Head Gasket....leaking

Ok Senior members...Marquez...etc...
On my track bike that I rebuilt...cams etc.....engine runs great...needs a few carb adjustments, but I have an oil leak on the front cylinder where the cam chain rides at the front of the engine. There is no dent or mark on either side of the cylinder head, or engine block and the surfaces are "True and Straight". I am going to try and attach some pics of the Head Gasket that has been removed.
As you can see the part of the gasket that goes around the cam shaft and chain, did not seal between the multiple layers of steel that makes up the gasket. The New gasket that I have is the same, but I am assuming that the heat, when you start the engine up, is meant to weld this area of the gasket....yes?
Secondly, what is the torque of the two bolts that secure that part of the gasket to the block at the camshaft and chain area. The manual does NOT give any kind of torque settings for this....just tighten the two bolts.
Thanks.....

Have you checked the mating surfaces for a low spot or nick?

Yes I did. Before mating the cylinder head and the cylinder block it was checked with a feller gage. Don't think that was the cause of the leak.

When manuals don't specify a torque, I use this.

The cylinder side bolts are tq'ed AFTER the head bolts are done up to final torque.

Per the FSM, when no specific TQ is specified you refer to the "all others" chart
So following that, the cylinder side bolts are tightened to 9 ftlb

As for the gasket, surfaces clean, clean, cleaned again.
OEM or COMETIC only
TQ head bolts, threads oiled to final TQ in three steps, then TQ side bolts.
