The chain adjusters on the swing arm take up the excess slack in the drive chain preventing it slapping around and jumping off of the sprockets. It also centers the chain on the sprockets preventing uneven sprocket wear.
Go faster? No.
Handle better? A sloppy chain makes it difficult to shift and apply throttle smoothly. A chain that is adjusted properly and is lubricated makes your efforts at smooth easier, thus handling is less of an issue.

My first 3 bikes were shaft drive (78 CX500, modded for the canyons, no kidding, 86 CB700SC Nighthawk, and 83 BMW R100RS), so no worries. So this is my first chain drive besides my mountain bikes. It's a necessary evil to lube the chain every 500 miles and adjust it to 1.2 to 1.6 inches slack as per the Honda manual.
When adjusted properly it will shift smoother and lurch less in lower gears.
