Carb set up (K&N panel filter and race cans)

Carb set up (K&N panel filter and race cans)
Help !
1997 VTR 1000 REVS SWEETLY UP 7000 RPM and will eventually rev beyond 7K, revs ok when static but not under load.
Have got K & N panel filter and a pair of GP Extreme race cans, (no baffles)
Bike has done 37k miles. And lives in the UK.
Need help with jet set up or anything to get it to rev beyond 7k.
Have read all about different size jets and "c" clip setting. I live in UK and want to know what i should do about changing or adjusting my jets for a better ride.

There is a thread with the same title (carb setup) by 8541Hawk that should get you going pretty well.
You will probably find it easier to tune with the stock filter. K&N gives people troubles on this bike.
