Bad TPS?

I have recently been working on replacing some parts and doing some mechanical work on the carbs. I did not check my TPS before replacing the sheer bolts with allen head bolts (I figured I would check the TPS and adjust it at the same time). After replacing the bolts I checked it with a meter on the top and middle pin and instead of a number I get O.L. Does this mean my TPS is bad? The bike was running rough on the low end is why I began the process. Thanks for all of your assistance.

Is there any chance the meter was in the wrong range? Just a thought.

Make sure that you reinstalled the little arm on the TPS correctly and that it has engaged into the carb correctly. Verify that your multimeter leads are on the correct pins as they are hard to get to and can easily touch each other.
