I tried something although I was cautious, knowing the harmful side-effects of Google.
"Fender Eliminator Kit 2005 VTR 1000F" in my Google searchbox brought up quite a few.
I was going to post some but there's alot of different stuff on the page, including the alternative, an undertail.

Yes I'm a lazy ****, so what... I forgot to mention that I was looking for something similar to Competition Werkes fender eliminator like this one: http://secure.compwerkes.com/Detail.bok?no=202

Well... Competition Werkes does make a fender eliminator for the VTR... So you have kind of answeared your own question...
Oh, BTW it does say 97-03... But it does fit all VTR's...

i made my own under tail using the stock parts
removed just about everything, cut the entire mud flap off and relocated the key to the under side, this alows me to mount my plate all the way up under the tail light
