The only mention of it I've heard of was someone swapping the later restrictive boots with the earlier less restrictive boots for an alleged performance gain.

Check the stalling problem fix - it's taking the carbs apart and lubing/cleaning the slides. I did this and adjusted the TPS as described on this site, and the stalling *almost* entirely went away. Recommended.
Mine's a 98, though.

Thanks, but neither of those ideas really addresses the problem, which is intake velocity. I found the best results by setting the idle to 1300 rpms.

About the stalling problem...Mine's fixed with idle speed adjusted around 1300rpm.
But there is some other things that can be found from net. Check out Greg Nemish's pages http://webpages.charter.net/gnemish/ and from there VTR1000F -> PERFORMANCE AND MODS -> VTR CARB FIX
