ignition advance, quiet hear questions

Right now I'm installing the fp ignition advance on my project vtr and since I couldn't find any install threads I decided it looked simple enough and went ahead and took it off while I was doing my clutch, today I noticed s mention of how you should bolt the quiet gear on or it will move and you have to take off the clutch, I took mine off and reinstalled with the clutch on, what makes it so you have to bolt ut down or remove the clutch?
