If you search, you will see several ways to get some adjustability out of the stock clipons. Not a lot of adjustability, but some. You can raise them just a little bit, like 10mm I believe, but I'm not sure. You can also cut off a small piece of material, and this will allow you to clock your clipons. Do a search and there are threads that tell you how to do these things.

As indicated above, do a search but there is not a lot you can do with the 41mm OD OEM "clip-on" bars.

However, there are a myriad of replacement bar options that work better if not require new brake & clutch lines and maybe throttle cables as well as trimming the fairing "ears", as follows (the first 3 I've tried):

Helibars
Tommaselli 3-way adjustable
DanMoto 3-D adjustable
Gen-Mar Risers (not actually a replacement but an adapter)
Superbike bar conversion (requires drilling top triple clamp)
VFR750 units

I bought the DanMoto and Tomaselli units for under $110 BTW, and sold my Helibars after 5+ years of use for only $40 less than I paid for them. The Tomaselli's are difficult to adjust in that the tapered bolts must be loosened then driven in with a wood dowel smacked by a hammer (loosen the little set screw first), and then finagled by trial and error to the position you want and matched to each other left - right. The DanMoto units are easier to loosen (I replaced the supplied "bolts" with longer stainless steel socket head cap screws, ground SS flat washers so they fit the radius up against the flange and thus lay flat, and used and will tighten the added SS "nyloc" nuts after I adjust the bars position to my liking. Again, without indexmarks this adjustment process will be difficult.

I just pirated the bars off my 2000 VFR800, and they mounted up very easily.

I have minor issues with fairing clearance at full left or right turn, so I'm losing a little bit of turning radius as a result, but I'm going to shim the fairing a bit at the mirror mounts to see how much that will help.

A quick ebay search (or VFR World) may turn up someone parting out a bike.
