Gunk from balance weights

How do you get the gunk from balance weights off the wheels?

My wheels have several spots of that foam like goo and I want to clean them up, but what works well to do this?

Try WD 40. Just don't get any on the tires.

Goo Gone or Goof Off. Won't hurt the paint either.

Honda spray works. WD-40 works. Hammer and chisel, not so well.
