Question Choke Issue?????

I have owned my Hawk for about 3 weeks now. Everytime I start it I have to put the choke on, which isn't a big deal. But when I do put it on I notice the cable gets sucked back in and the bike sits there and chugs, so I have to pull it out and hold it till it warms a bit up. WTF? Is that normal? I tried to pull it out then turn the **** to see if I could get it stuck on, but no. What's up with that? Please help??

Right behind the **** is a rubber boot. Peel the rubber boot off the tensioner and twist the now exposed tensioner to grip the cable better. (take a look, you will see what I mean)

yea, I wondered about that too. I'll lookit myself. Now I jast have to talk the wife out of making me roll the bike down the hill before I start it in the morning... Somthing about noise outside the bedroom window. I don't really understand what she's talking about. Bike needs to be warmed up after all.
