There is a small part of me that thinks this is cool, but the other (much more rational) 98% thinks these guys are idiots.

I'm about 2 hours away. We grew up ridin' dirt bikes round the country on roads. Never saw any thing like that though! Nuts. The closest thing would be the snowmobile guys ride the streets during real heavy snows, sometimes right up to the gas pumps.
That behavior qualifies for a Darwin Award if you ask me... No gear, illegal bikes (not registered for road use, but some probably are stolen as well) and I'm willing to bet that half the reason they don't follow any traffic laws is that none of them has a drivers license for either bike or car...
"Push theory" my ***... Around here the cops would have just run them down with a car and then arrested them... Helmet or no helmet...
And no... I dont consider them to be "bikers" and thus part of the brotherhood of bikers... They are dumbasses plain and simple...

I've only heard of it in Baltimore. It's crazy that no one can stop it. At least they aren't running around shooting people.

Not too different than an average day in Rome or Mexico City from what I can tell (he-he). Actually, where it's legal to "split lanes" ( or "lane sharing" as it's called in California), people don't feel like they need to hooligan out and make a big a big deal about it. The other 49 states should catch up with the world.
