Here is what is in the manual, but is it supposed to connect to this on the inside of spring next to the throttle cable?

 

It ends up at a port on the head. good place to splice in for carb balance. I think other side ends at the tank for fuel.valve.
look at the very front of the manual i think has hose routing info. might have better pic
