Steering stem issue

On my '98 hawk, I pulled the stem apart to clean, inspect, re-grease and tighten the bearings. The bottom is simple. The bearing just slips down the stem. I inserted the lower bearing then slid the stem into the frame. I then placed the top bearing into place, then the top inner race, then the seal, then the first nut with the dust shield.

The problem is, the dust shield is hitting the frame before it makes contact with the inner race. I checked the parts list and it doesn't show a spacer but I would need one in order to keep the dust shield nut from rubbing on the frame.

Any ideas?

have you tried maybe switching the bearings around, top on bottom, bottom one on top.
maybe you put the bearings on the wrong side.
or try and flip the bearings, could be facing wrong way.

I got it. Dont ask me how but the inner race got put on the shaft before the bearing. o.o" I'm either that tired or someone is messing with me.

Everything is nice and snug and smooth now. I got my title, plates, and insurance. Now all I need is some sleep and then it hits the road! Can't wait!
