Should there be something connected here?

Yesterday night/this morning I went to my bike and it would start and die after a few seconds. I was in the nightclub area surrounded by beatuful people and this was a little embarrassing. I pulled out my handy folding tool from under my seat and raised the tank to discover that my PVL had shaken loose. I reattached it and left without incident, however during the removal process I dropped a tank screw into no mans land. I took that tank off today and found the bolt. however I noticed this

Should that unconnected nipple be connected to something? I am not sure but its seems like if there is a nipple there should be something on it.

Mine looks like that too. I think it is plugged with something jammed inside there as well. Hasn't caused a problem in the last 30,000 miles. The previous owner removed the carb heating hoses. I always assumed that the bare nipple was related to that.

But I could be wrong. I'm sure somebody else can more accurately confirm whether it is normal or not.

Honda put that nipple there to mislead owners. it's solid. nothing connects there.
