Not enough slack in cam chains
 

I had a sprocket jump a few teeth on my front cylinder while installing CCTs, but now I can't adjust it because the chain doesn't have enough slack. I'm at TDC and there is some slack in the chain, just not enough for me to rotate the sprocket inside of it. I have the CCT out.

What am I missing?

Remove the cam. It's only like four bolts. Leave the gear on it though. No need to remove it. You will have to kinda tip it to get it past the chain. The turn it to where you think it should be and put it back in, tipping it again if need be. Before torquing everything back down just set the cam it into it's position on the head. Then use your finger in the CCT hole to remove chain slack, and double check that the timing is correct. It may take a time or two to get it right, but you seem to have a grasp on what's going on, so it should be a piece of cake.

I ended up being able to inch the chain along one tooth at a time, it was a bit of a PITA because my hands are a bit big but everything is good now.
