K&N Filter Block-offs 1 missing?
 
Does anyone know what the rubber block-offs do that are in the airbox? I decided to change the filter for the first time and found that there is a K&N filter but one of the rubber block-offs is missing. It looks like air can bypass the filter through these holes. The rubber tube to the carb is a vacuum line or smog crap? I don't know what the original set-up looks like since the bike came with a K&N. Any help would be appreciated. Thanks.

Well those small peices are important. What the "block offs" do is there is a small foam filter that is supposed to be in there and it supplies filtered air to the back side of the slide diaphragm so you don't get a bunch of crud in your carbs when the slides go up and down. Also, with the "block off" missing, you are allowing un-filtered air into your airbox, which also is not a good thing. So you either need to get a new block off or go back to the stock filter and also replace the small foam filter that is now missing.

Why are they blocked off with the K&N and the stock set-up uses foam?

The stock ones are isolated also, the only difference is that the chambers are built into the stock filter (so you can't loose them or knock them off) instead of the rubber things K&N gives you
