Just an update!
It has been a while since I have been on here and in the meantime I got a chance to finally tear my carbs out of the bike and do some much needed service. My mixture was way off so I decided that adjusting the mixture screws wasn't going to be enough. I ended up shimming the carb needles around .040 using some RC hobby washers. I also pulled the mixutre screws all the way out of the bike and used a dremel to slot them so I could use a screw driver, the mixture tool was just a giant lump of poop. After I got the bike back together I test rode it and the 2-3k "burp" is completely gone. YAY for me!!!!! It was the best 2 hours I have ever spent working on this bike.
