Do VTR's have damper rod or cartridge forks???

After reading tons of posts and following god know how many links I am still not sure. Looking at my service manual it looks like a damper rod style. I guess I am missing a fundamental idea here - do damper rod forks have shim stacks?

Our VTRs have cartridge forks.
