Charging system diagnosis help

So my gauges did the "acting possessed" thing which usually indicates a serious issue with the charging system. I did manage to determine the failure is of the not enough voltage variety, so at least I'm not toasting other electronics.

Here's my question: How do I determine if it's the R/R or the generation system causing the low voltage condition?

Current status: 12.5 volts at the battery, bike off. 13.1ish volts, bike on. 13.7 volts, bike on @ 5k (should be ~14.5(?)).

Should I just replace the R/R (either with Honda OEM or R1 mod, haven't decided which yet), or keep trying to chase down the electrical gremlin?

I haven't heard of many '02s and later with the finned R/R failing but anything is possible... check the output at 2k rpm and make sure the battery connections are clean and tight.
