98 Superhawk won't start most of the time

I'm having issues starting the bike. All my electrical and everything is all good, the engine will crank it just won't start up. Sometimes it will finally start up after trying to start until the battery dies, jumping then starting and it will go. But if the bike shuts off it won't start again. I wanna say this is a carb tuning issue? Atleast something with the fuel because sometimes when its starting it will have a load pop once like it burned up a bunch of fuel. I'm guessing running too lean? Also when the bike is running if you give it a decent amount of throttle then let off it pops as it revs down. I'm pretty new to this so any advice would be great, Thanks.

I'd suggest starting at the vacuum petcock, maybe you have an air leak that is preventing enough vacuum to open the fuel tap fully and slowing the rate that fuel is getting to the carbs when the bike is cranking? If you crack open the float bowl drain screws that will tell you whether they are full or not.

If you haven't already done so, I would be pulling the carbs off and cleaning the jets especially the low-speed jets.
