Signal lights...inverted?

Signal lights...inverted?

Working on my bargain find, and I realized something I didn't really think about before. The signals work just fine, but "off" is actually on...

That is to say, instead of all the lights being off until told to blink on and off, they all stay ON until switched to blink OFF and on.

This is a Canadian bike -- is that normal? Is it a known mod? Lights are all swapped to LED, and while the taillight/rear signal wiring was a mess, it cleaned up nicely (original connectors intact, thank goodness) and didn't make a difference in the behaviour.

EDIT: After looking at all the diagrams I could find, I'll conclude that no, it's not normal. Now how would one even wire things to make this happen? Unplugging the relay makes the switch simply turn off the side you intend to signal.

EDIT2: More studying, looks like if you connect the running light wires to the signal light wires, this would be the behaviour. Honestly it's not a terrible idea except that the dash lights get affected and turn on.
